Fear is countered not merely by force but by surrender to the all-powerful order; the verse encourages reliance on dharmic refuge (āśraya) rather than panic or adharma in crisis.
It is a devotional-theological segment embedded in the Purāṇic narrative; it supports dharma through stotra-śravaṇa and is not itself a manvantara/vaṃśa passage.
‘Sarvasvarūpā’ implies that what appears as threatening ‘bhaya’ is also within Devī’s manifestation; protection is the transformation of perception through alignment with Śakti’s totality.
