मृदु-तीक्ष्ण-नीति तथा दुष्टलक्षण-विज्ञानम्

Measured Policy and the Recognition of Malicious Disposition

एकैकमेषां निष्पिष्य शिष्टेषु निपुणं चरेत्‌ । न तु शक्तो5पि मेधावी सवनिवारभेन्नूप:,पुरंदर! बहुत-से शत्रुओंपर एक ही साथ आक्रमण नहीं करना चाहिये। साम, दान, भेद और दण्डके द्वारा इन शत्रुओंमेंसे एक-एकको बारी-बारीसे कुचलकर शेष बचे हुए शत्रुको पीस डालनेके लिये कुशलतापूर्वक प्रयत्न आरम्भ करे। बुद्धिमान्‌ राजा शक्तिशाली होनेपर भी सब शत्रुओंको कुचलनेका कार्य एक ही साथ आरम्भ न करे
