It highlights that Liṅga-pūjā is defined by devotion and intent, not by costly materials—Arundhatī creates even a temporary Liṅga from dust in the sage’s presence, affirming accessible worship of Pati (Śiva).
By implying that Śiva accepts worship through the Liṅga even when it is kṣaṇika (momentary), the verse points to Shiva-tattva as all-pervading and responsive to bhakti—Pati is not limited by form, yet graciously receives form-based upāsanā.
A simple, immediate form of Liṅga-upāsanā (making and worshipping a Liṅga from earth/dust) is indicated—aligned with Pāśupata spirit: the paśu (soul) loosens pāśa (bondage) through sincere, disciplined devotion to Pati.
