Vibhū is described here as a divine incarnation of the Lord, born from Tuṣitā, the wife of the sage Vedaśirā, and renowned by the name “Vibhū.”
He is listing the births and identities of the Lord’s incarnations connected with specific sages and their families as part of the Manvantara/avatāra descriptions.
It reinforces that the Supreme Lord can manifest in many ways and places, and that honoring sacred lineages and hearing about divine appearances strengthens faith and devotion.
