सर्वं ब्रह्मेत्युपासीत सर्वं वै रुद्र इत्यपि । श्रुतिराह मुने तस्मात्प्रपञ्चात्मा सदाशिवः
sarvaṃ brahmetyupāsīta sarvaṃ vai rudra ityapi | śrutirāha mune tasmātprapañcātmā sadāśivaḥ
Следует созерцать и почитать истину так: «Всё есть Брахман», и также: «Всё воистину есть Рудра». Так возвещает Шрути, о мудрец; потому Садашива — само Я проявленной вселенной (прапанча).

By declaring “all is Rudra,” the verse legitimizes Saguna worship (such as Liṅga-upāsanā) as a direct approach to the same supreme reality—seeing the Liṅga as the accessible sign of the all-pervading Sadāśiva.
A practical takeaway is Rudra-bhāvanā: meditate that all experiences and beings are pervaded by Rudra, supported by japa of the Pañcākṣarī (“Om Namaḥ Śivāya”) while maintaining Śiva-smarana during daily actions.
