The verse underscores that dharma is preserved and made visible through exemplary sages—figures defined by tapas, learning, lineage, and complete virtue—whose presence sanctifies the world’s quarters; it points the listener toward reverence for realized teachers and the moral authority of the rishi tradition.
Bhishma is enumerating revered seers and locating them in the eastern quarter as part of a broader instructional catalog (anushasana) that maps spiritual exemplars and their abodes, presenting a moral-spiritual geography for the listener to contemplate.
