satraṃ te viramatvetat kṣamāsārā hi sādhavaḥ evaṃ vasiṣṭhavākyena śākteyo munipuṅgavaḥ
Suta Goswami (narrating; reporting Vasiṣṭha’s instruction to Śākteya)
It redirects emphasis from mere prolongation of ritual (satra) to the Shaiva inner discipline of kṣamā, which purifies the pashu (soul) and makes worship of the Linga spiritually fruitful.
By praising kṣamā as the essence of the sādhus, it reflects Shiva-tattva as the supreme sattva and compassionate lordship (Pati) that loosens pasha (bondage) through grace expressed as restraint and forgiveness.
The verse highlights niyama-like restraint—ending an action fueled by conflict—and adopting kṣamā as a practical limb aligned with Pāśupata discipline, so outer yajña is supported by inner yoga.
