सर्वे ध्रुवनिबद्धा वै ग्रहास्ते वातरश्मिभिः एतेन भ्राम्यमाणाश् च यथायोगं व्रजन्ति वै
sarve dhruvanibaddhā vai grahāste vātaraśmibhiḥ etena bhrāmyamāṇāś ca yathāyogaṃ vrajanti vai
Все грахи (планеты) воистину привязаны к Дхруве верёвками лучей, подобными ветру. Этой же силой они приводятся во вращение и, согласно должному порядку, идут по своим собственным путям.

Though Shiva is not named, the teaching implies a supreme governing intelligence behind celestial motion—consistent with Shiva-tattva as the unmoving foundation (like Dhruva) that enables all movement while remaining transcendent.
The verse aligns with graha-śānti and dhyāna on the ‘fixed’ principle: in Pāśupata-oriented practice, the yogin steadies the pashu-mind on the immutable Pati (Dhruva-like focus) so the restless revolutions of thought become ordered and purified.
