गणो मुनिज्योतिषां तु मनसा तस्य सर्पति अधिष्ठितः पुनस्तेन भानुस्त्वादाय तिष्ठति
gaṇo munijyotiṣāṃ tu manasā tasya sarpati adhiṣṭhitaḥ punastena bhānustvādāya tiṣṭhati
Гана (Gaṇa), владычествующий над муни и небесными светилами, движется лишь по Его воле. И снова: Солнце, утверждённое и управляемое Им, держит свой путь, принимает назначенное служение и пребывает на предписанном месте.

Śiva-tattva is presented as sovereign governance (adhiṣṭhāna) and will (manas/saṅkalpa): all celestial motion proceeds because the Lord presides, while the Pashu (individual soul) is not the ultimate controller.
A Pāśupata-oriented contemplative practice is implied: meditate that all movements—breath, mind, and the sun’s course—are sustained by Śiva’s icchā-śakti, dissolving the sense of separate agency (pāśa) in the Pati.
