Rāja-dharma (राजधर्माः) — Protection of the Heir, Discipline, Counsel, and the Seven Limbs of the State

स्वाम्यमात्यञ्जनपदा दुर्गं दण्दस्तथैव च कोषो मित्रञ्च धर्मज्ञ सप्ताङ्गं राज्यमुच्यते

svāmyamātyañjanapadā durgaṃ daṇdastathaiva ca koṣo mitrañca dharmajña saptāṅgaṃ rājyamucyate

О знающий дхарму, царство, как говорится, имеет семь членов: государь, министры, народ и территория, крепость, принудительная власть (наказание/войско), казна и союзники.
