It declares Śivā as sarvātmavyāpinī—present as the inner Self in all—therefore worthy of constant reverence by every class of being, from gods to humans, emphasizing universal dependence on Śiva-Śakti for grace and liberation.
Though Śivā is described as all-pervading (a nirguṇa implication), devotion is practiced through saguna forms—Śiva with Śakti and the Liṅga—where service (sevā) becomes a concrete means to approach the indwelling reality.
The takeaway is nitya-sevā: daily worship and remembrance—especially japa of the Pañcākṣarī (Om Namaḥ Śivāya), along with simple pūjā to the Liṅga and reverence to Śiva-Śakti as the presence within all beings.
