jātamātrāṃ ca tāṃ dṛṣṭvā vaidarbhaḥ pṛthivīpatiḥ | praharṣeṇa dvijātibhyo nyavedayat bhārata ||

Auspicious family events in a kingdom are traditionally shared with learned and ritual authorities; the verse reflects the ideal of a king acting within established social and religious norms, honoring the role of the dvijas in public and domestic rites.
A Vidarbhan king sees a newborn girl and, overcome with happiness, formally informs the dvijas—signaling a royal household’s customary response to a significant birth and preparing for appropriate rites and counsel.
