Access to higher realms (or higher spiritual states) is barred to those dominated by sense-indulgence and inner vices—hypocrisy, greed, intense anger, delusion, and malice. The verse frames attainment as an ethical qualification: purification of motive and restraint of desire are prerequisites.
A divine messenger addresses a brāhmaṇa and explains who cannot reach “that place” being discussed in the episode. The messenger lists psychological and moral impediments—attachment to sense-objects and specific corrupting dispositions—that prevent entry/attainment.
