The passage frames warfare as an instrument of dharma when used to remove rulers who prosper through deceit and to restore rightful, ethical kingship—here, the re-establishment of Yudhiṣṭhira as sovereign.
Vāyudeva declares an intention to defeat the principal wrongdoers and their followers and allied kings in battle, and then to re-consecrate Yudhiṣṭhira as a paramount ruler, justifying the action as consistent with ancient dharma against treacherous enjoyment of power.
