Protection of the Realm and Principles of Revenue & Local Administration

सान्त्वनं रक्षणं दानमवस्था चाप्यभीक्षणश: । गोमिनां पार्थ कर्तव्य: संविभाग: प्रियाणि च,कुन्तीनन्दन! वैश्योंको सान्त्वना दे, उनकी रक्षा करे, उन्हें धनकी सहायता दे, उनकी स्थितिको सुदृढ़ रखनेका बारंबार प्रयत्न करे, उन्हें आवश्यक वस्तुएँ अर्पित करे और सदा उनके प्रिय कार्य करता रहे

sāntvanaṁ rakṣaṇaṁ dānam avasthā cāpy abhīkṣṇaśaḥ | gomināṁ pārtha kartavyaḥ saṁvibhāgaḥ priyāṇi ca ||

Bhīṣma disse: “Ó Pārtha, para com aqueles que possuem gado (a comunidade Vaiśya), deve-se repetidas vezes oferecer tranquilização, prover proteção, dar apoio material e esforçar-se continuamente para manter sua condição estável. Deve-se também partilhar com eles o necessário e fazer de modo constante o que lhes é agradável.”

A ruler’s dharma includes sustained care for the productive classes—especially cattle-owners/Vaiśyas—through reassurance, protection, financial support, stabilizing their livelihoods, fair distribution of necessities, and policies that keep them content and secure.
