राजवृत्त-रक्षा-प्रणिधि-षाड्गुण्योपदेशः
Royal Conduct, Protection, Intelligence, and Policy Measures
यदा पश्यति चारेण सर्वभूतानि भूमिप: । क्षेमं च कृत्वा बत्रजति तदा भवति भास्कर:,जब राजा गुप्तचरोंद्वारा समस्त प्रजाओंकी देख-भाल करता है और उन सबकी रक्षा करता हुआ चलता है, तब वह सूर्यरूप होता है
yadā paśyati cāreṇa sarvabhūtāni bhūmipaḥ | kṣemaṃ ca kṛtvā vrajati tadā bhavati bhāskaraḥ ||
Disse Vasumanā: Quando um rei, por meio de seus agentes secretos, vigia todos os seres do seu reino e se move assegurando-lhes segurança e bem-estar, então ele se torna como o Sol—sempre vigilante, sustentador e protetor. O ponto ético é que o poder real se justifica pela vigilância cuidadosa, pela segurança e pela promoção constante do bem público.
