उपसूष्टेषु दान्तेषु दुराचारेषु साधुषु । अविनीतेषु लुब्धेषु सुमहद् दण्डधारणम्
upasūṣṭeṣu dānteṣu durācāreṣu sādhuṣu | avinīteṣu lubdheṣu sumahad daṇḍadhāraṇam ||
Nārada disse: Onde até os autocontrolados são molestados, onde os virtuosos são tratados com crueldade e onde prevalecem os indisciplinados e os gananciosos—ainda que ali se imponham punições de extrema severidade—não se deve residir nesse país sem cuidadosa deliberação.
