असिना धर्मगर्भेण पालयस्व प्रजा इति । तलवार देकर उन्होंने मनुसे कहा--“तुम मनुष्योंके शासक हो; अतः इस धर्मगर्भित खड्गसे प्रजाका पालन करो || ६८ $ || धर्मसेतुमतिक्रान्ता: स्थूलसूक्ष्मात्मकारणात्‌

asina dharmagarbheṇa pālayasva prajā iti |

Bhīṣma disse: “Com esta espada, prenhe de dharma, protege o povo.” Assim, ao entregar-lhe a lâmina, instruíram Manu de que a autoridade do governante não existe para a vontade pessoal, mas para a justa salvaguarda dos súditos. Aqueles que ultrapassam o limite do dharma para gratificar o corpo grosseiro ou o eu sutil devem ser contidos por punições adequadas e diferenciadas; a proteção de todos deve ser segundo o dharma, sem arbitrariedade nem favoritismo.
