भीष्म उवाच
This verse primarily functions as a narrative setup: it introduces Sukratu as the speaker whose words are about to be cited, strengthening their weight by linking him to the celebrated dharmic exemplar Janaka of Videha.
Bhishma, continuing his instruction, signals that within the same ongoing discussion he will quote a statement made by Sukratu, identified as the grandson of King Janaka of Videha.
