The verse highlights how kings pursue victory not only through force but also through sanctioned generosity—public gift-giving of wealth, cows, and provisions—linking political success with the ethical and ritual ideal of dāna (giving) that builds legitimacy and goodwill.
Yudhiṣṭhira describes that, at the gathering/occasion being discussed, many kings will arrive aiming at victory and will present a wide range of offerings—money, cows, and abundant foods—as part of the competitive and ceremonial display surrounding royal success.
