O Senhor (Pati), como antes, formou rios, ribeiros e oceanos; e, com esforço deliberado, moldou a terra, livre de depressões e elevações excessivas, trazendo o mundo a um equilíbrio ordenado.
Suta Goswami
It frames Shiva as Prabhu (Pati) who establishes order in creation; Linga worship remembers this regulating, stabilizing power that supports dharma and makes spiritual practice possible.
Shiva-tattva is shown as sovereign governance: He intentionally structures the world’s forms (waters and land) into harmony, indicating Pati’s mastery over prakriti without being bound by it.
A contemplative Pashupata insight is implied: the yogin meditates on the world’s balance as Shiva’s śakti and aligns the pashu (soul) toward steadiness (samatā) rather than the ‘highs and lows’ of pasha (bondage).
