Sage Parāśara (speaking to Maitreya)
It marks a future cycle of cosmic administration where a new Manu presides, and his sons become kings—showing how worldly sovereignty is periodically renewed within the Manvantara framework.
He presents kingship as a recurring, divinely ordered institution: in each Manvantara, Manu’s lineage supplies rulers who uphold dharma as time turns through its appointed ages.
Even when the verse lists human rulers, the implied foundation is that Viṣṇu remains the supreme reality governing time, order, and the legitimacy of sovereignty throughout all Manvantaras.
