Daṇḍa as the Foundation of Social Order (दण्डप्रतिष्ठा)
यत्र श्यामो लोहिताक्षो दण्डश्चरति सूद्यत: । प्रजास्तत्र न मुहान्ते नेता चेत् साधु पश्यति
yatra śyāmo lohitākṣo daṇḍaś carati sūdyataḥ | prajāstatra na muhyante netā cet sādhu paśyati ||
ਜਿੱਥੇ ਦੰਡ—ਸ਼ਿਆਮ ਅਤੇ ਲੋਹਿਤਾਖ਼ਸ਼—ਸਦਾ ਦੰਡ ਦੇਣ ਲਈ ਤਤਪਰ ਹੋ ਕੇ ਵਿਚਰਦਾ ਹੈ, ਅਤੇ ਜਿੱਥੇ ਰਾਜਾ ਅਪਰਾਧਾਂ ਉੱਤੇ ਚੌਕਸ ਤੇ ਵਿਵੇਕਪੂਰਕ ਨਿਗਾਹ ਰੱਖਦਾ ਹੈ, ਉੱਥੇ ਪ੍ਰਜਾ ਨਾ ਭਟਕਦੀ ਹੈ, ਨਾ ਲਾਪਰਵਾਹ ਹੁੰਦੀ ਹੈ; ਨਿਆਂਯੁਕਤ ਨਿਗਰਾਨੀ ਅਤੇ ਅਨੁਸ਼ਾਸਨ ਦੀ ਭਰੋਸੇਯੋਗ ਹਾਜ਼ਰੀ ਨਾਲ ਕ੍ਰਮ ਕਾਇਮ ਰਹਿੰਦਾ ਹੈ।
