Transliteration

yathāsāmarthyam iti kauṭilyaḥ

Translation

ਕੌਟਿਲ੍ਯ ਕਹਿੰਦਾ ਹੈ—ਨਿਯੁਕਤੀ ਸਮਰੱਥਾ ਅਤੇ ਵਿਹਾਰਕ ਯੋਗਤਾ ਅਨੁਸਾਰ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ।
