Transliteration

mantrapūrvāḥ sarvārambhāḥ

Translation

ਸਾਰੇ ਉਪਰਾਲੇ ਮਸ਼ਵਰੇ (ਵਿਚਾਰ-ਵਟਾਂਦਰੇ) ਤੋਂ ਪਹਿਲਾਂ ਹੀ ਹੋਣੇ ਚਾਹੀਦੇ ਹਨ।
