bāhyam ābhyantaraṃ cātithyam

Translation

ਬਾਹਰਲੇ ਲੋਕਾਂ ਅਤੇ ਰਾਜ ਦੇ ਅੰਦਰਲੇ ਲੋਕਾਂ—ਦੋਹਾਂ ਨੂੰ ਮਹਿਮਾਨਨਵਾਜ਼ੀ (ਰਾਜ ਦੀ ਸੁਵਿਧਾ/ਮਦਦ) ਦੇਣੀ ਚਾਹੀਦੀ ਹੈ।
