रमणीयाश्व भूतानां निधानं च धृतव्रता: । प्रणेतारशक्षु लोकानां शास्त्राणां च यशस्विन:
ramaṇīyāś ca bhūtānāṁ nidhānaṁ ca dhṛtavratāḥ | praṇetāraś ca lokānāṁ śāstrāṇāṁ ca yaśasvinaḥ ||
ଭୀଷ୍ମ କହିଲେ—ସେମାନେ ସମସ୍ତ ପ୍ରାଣୀଙ୍କ ପାଇଁ ରମଣୀୟ ଓ ପ୍ରିୟ; ସେମାନେ ଉତ୍ତମ ନିଧି। ବ୍ରତରେ ଦୃଢ଼ ରହି ସେମାନେ ଲୋକଙ୍କ ପଥପ୍ରଦର୍ଶକ—ଶାସ୍ତ୍ରର ପ୍ରବର୍ତ୍ତକ ଓ ପାଳକ—ଏବଂ ମହାଯଶସ୍ବୀ।
भीष्म उवाच
True leaders are those who are personally disciplined (steadfast in vows), beneficial to all beings, and who guide society through śāstra—establishing and preserving ethical norms—thereby becoming a ‘treasure’ to the community.
In Anuśāsana Parva, Bhīṣma continues his instruction on dharma, praising a class of exemplary persons—vow-keepers and social guides—describing their qualities: beloved by beings, a valuable repository, leaders of people, connected with śāstra, and famed.
