ବାହାର ଲୋକମାନଙ୍କୁ ଏବଂ ରାଜ୍ୟ ଭିତରର ଲୋକମାନଙ୍କୁ—ଦୁହେଁକୁ ଆତିଥ୍ୟ (ରାଜ୍ୟ ସୁବିଧା/ସହାୟତା) ଦେବା ଉଚିତ।
