यज्जातं तत्सुसंजातं नान्यथा भवति ध्रुवम् । अतः परमुपायं वो वक्ष्यामि शृणुतादरात्
yajjātaṃ tatsusaṃjātaṃ nānyathā bhavati dhruvam | ataḥ paramupāyaṃ vo vakṣyāmi śṛṇutādarāt

It affirms the certainty of what has manifested (the fixed course of worldly events) and then redirects the seeker toward the “supreme means” beyond mere reaction—turning attention to Shiva-centered upaya leading to freedom.
By admitting the inevitability of worldly outcomes, the text prepares the mind for refuge in Saguna Shiva through Linga worship—an accessible, grace-filled means (upaya) that steadies devotion and leads toward realization.
The immediate practice implied is attentive listening (śravaṇa) to Shiva’s teaching; in Shaiva usage this commonly culminates in japa of the Panchakshara (Om Namaḥ Śivāya) and disciplined devotion alongside Linga worship.
