yathāsāmarthyam iti kauṭilyaḥ

Translation

ကောဋိလျ (Kauṭilya) က ဆိုသည်မှာ— စွမ်းရည်နှင့် လက်တွေ့လုပ်ဆောင်နိုင်စွမ်းအလိုက် (ခန့်အပ်) ရမည်။
