तुलाधारधरः कार्यो रिपौ मित्रे च यः समः । श्रावयेत्प्राड्विवाकोऽपि तुलाधारं विचक्षणः
tulādhāradharaḥ kāryo ripau mitre ca yaḥ samaḥ | śrāvayetprāḍvivāko'pi tulādhāraṃ vicakṣaṇaḥ
Hendaklah dilantik sebagai pemegang neraca seorang yang adil, tidak memihak—sama terhadap musuh dan sahabat. Bahkan hakim yang berilmu (prāḍvivāka), jika bijaksana, hendaklah menyuruh pemegang neraca diberi arahan dan mengikuti tatacara.
