Sesungguhnya mereka yang berkelakuan dosa itu adalah pencuri, bahkan lebih daripada pencuri. Raja hendaklah menempatkan mereka yang telah diketahui kesalahannya sejak awal hanya pada ujian ilahi yang kecil, menurut kecacatan yang telah diperhatikan.
