नरकयातनावर्णनम् / Description of Hell-Torments for Specific Transgressions
शिवोपकरणं गां च ज्ञानादिलिखितं च यत् । हस्तपादादिभिस्तेषामापूर्य्यंते समंततः
śivopakaraṇaṃ gāṃ ca jñānādilikhitaṃ ca yat | hastapādādibhisteṣāmāpūryyaṃte samaṃtataḥ
Juga, segala peralatan untuk pemujaan Śiva, lembu, dan apa jua yang tertulis dengan pengetahuan suci dan seumpamanya—semuanya dipenuhi dan diselubungi dari segenap arah oleh tangan, kaki, dan anggota tubuh mereka.

It emphasizes that objects connected to Śiva—pujā implements, the cow (a dharmic emblem), and sacred knowledge—are not mundane; they are to be approached with reverence, as devotion tends to gather around and “occupy” what is holy.
Liṅga/Saguṇa worship in the Shiva Purana is supported by concrete upacāras (articles of worship). This verse points to the ecosystem of devotion around Śiva-pūjā—implements and sacred supports—through which the devotee serves the manifest (Saguṇa) Lord.
