It highlights the vast spread of saṁsāric manifestation—life multiplying through progeny across all worlds—setting the backdrop for Shaiva teaching that liberation comes not from expansion of worldly ties but from turning to Pati (Shiva), the Lord beyond the created range.
By describing creation filling all realms, the text implicitly contrasts the pervaded cosmos with the worship of Shiva as the transcendent Pati approached through Saguna upāsanā—especially the Śiva-liṅga—by which the bound soul (paśu) seeks freedom from the pervasive net of birth and becoming.
A practical takeaway is to counter worldly proliferation with steady Shiva-sādhana: daily japa of the Pañcākṣarī mantra “Om Namaḥ Śivāya” and Liṅga-pūjā, cultivating detachment while living amid the vast created order.
