It highlights dharma as the foundation of devotion: before undertaking a sacred journey, one completes one’s responsibilities and prescribed rites, aligning action (karma) with reverence for Shiva and the order upheld by Pati (the Lord).
Kotirudra narratives emphasize pilgrimage and worship of Shiva’s manifested presence (Saguna) as Jyotirlinga; the verse frames such worship as most fruitful when preceded by proper rites and orderly conduct.
The verse points to performing prescribed periodic rites (māsika karma) before travel; in a Shaiva frame this is best accompanied by daily purity practices such as Tripuṇḍra (bhasma), Rudrākṣa, and japa of the Pañcākṣarī mantra (Om Namaḥ Śivāya), as applicable to one’s tradition.
