It highlights that approaching a Jyotirliṅga-kṣetra with reverence and receiving proper sanction from dharmic authority leads to orderly, merit-bearing worship of Śiva as Mahākāla—the Time-transcending Pati who grants protection and liberation.
Mahākāla here is Saguna Śiva worshipped in the liṅga-form at his sacred city; the verse emphasizes communal, ritually correct arcana (worship) directed to the Jyotirliṅga manifestation.
Perform respectful temple entry and proper arcana to the liṅga—offering water and sacred items while mentally remembering Śiva as Mahākāla; japa of the Pañcākṣarī (“Om Namaḥ Śivāya”) is a fitting meditative accompaniment.
