Narrator (addressing a king: narādhipa); the embedded quoted instruction is directed to Brahmā
Concept: Cosmic order is maintained through right counsel and timely restraint; even divine power is guided toward the welfare of sages and the world.
Application: When intensity escalates, seek wise counsel and redirect energy toward service and protection rather than display.

Sandhi Resolution Notes: nāyaṃ = na + ayam; nṛtyettathā = nṛtyet + tathā; ṛṣerarthe = ṛṣeḥ + arthe (visarga sandhi).
The verse first says Brahmā is petitioned and given an instruction (“this one should not dance; do it thus”), and then states that Rudra acts after being instructed by Brahmā.
Brahmā receives a request and issues a directive; Rudra (Śiva), following Brahmā’s command, carries out an act specifically for the benefit/purpose of a sage.
It highlights divine responsiveness to righteous seekers: the gods intervene or adjust their actions to protect, assist, or fulfill the purpose of a ṛṣi engaged in dharma or spiritual endeavor.
