पुमान्प्रजापतिस्तत्रशुक्रं तेजोमयं विदुः । इत्येतल्लोकनिर्माता धर्मस्य चरितस्य च ॥ ९८ ॥
pumānprajāpatistatraśukraṃ tejomayaṃ viduḥ | ityetallokanirmātā dharmasya caritasya ca || 98 ||
Di sana, mereka mengenal Sang Insan Ilahi sebagai Prajāpati—Śukra, yang tersusun daripada cahaya suci. Maka Dialah pembina segala alam, dan juga pengasas Dharma serta jalan laku Dharma.

It links creation to consciousness and radiance: the creator-principle (Prajāpati) is described as śukra and tejas, implying that the worlds and the very pattern of Dharma arise from a luminous, orderly source rather than from randomness.
While not directly prescribing bhakti, it provides bhakti’s metaphysical ground: devotion becomes meaningful when directed toward the supreme ordering principle behind creation, from whom Dharma and right living proceed.
The verse is primarily cosmological and dharmic rather than technical Vedanga instruction; its practical takeaway is Dharma-application (carita)—right conduct aligned with the cosmic order established by the creator.
