It does not describe pralaya directly; it focuses on ritual order—invoking Varuṇa, lord of waters and ṛta (cosmic order), through a properly prepared kumbha.
It presents a disciplined, rule-based model of worship: a king or householder should perform consecrations with pure, faultless implements and prescribed materials, ensuring ritual correctness and public/religious welfare.
It specifies kalaśa-sthāpana: a defect-free pot prepared with pañcaratna and a fivefold ritual set (pañcabhaṅga), followed by Varuṇa-nyāsa—standard consecration logic used in temple/altar rites connected with water and sanctification.
