Adhyaya 27Madālasa’s Instruction to King Alarka: Royal Ethics, Self-Conquest, and Statecraft

प्रागात्मा मन्त्रिणश्चैव ततो भृत्या महीभृता ।

जेयाश्चानन्तरं पौराः विरुध्येत ततोऽरिभिः ॥

prāg ātmā mantriṇaś caiva tato bhṛtyā mahībhṛtā /

jeyāś cānantaraṃ paurā virudhyeta tato 'ribhiḥ

Pertama, raja mesti menaklukkan dirinya sendiri, kemudian para menterinya; selepas itu para pembantunya. Seterusnya, rakyat hendaklah dibawa di bawah kawalan yang wajar; barulah kemudian baginda menentang musuh-musuhnya.
