Guṇa-vibhāga and Prāṇa–Agni–Yoga Upadeśa (गुणविभाग तथा प्राण-अग्नि-योगोपदेश)
उत्तड़क उवाच भवता रक्षणं कार्य तत् तावत् कर्तुमहसि । निरुद्धिग्ना वयं राजंस्त्वत्प्रसादाद् भवेमहि,उत्तड़क बोले--महाराज! प्रजाकी रक्षा करना आपका कर्तव्य है। अतः पहले वही आपको करना चाहिये जिससे आपके कृपाप्रसादसे हमलोग निर्भय हो जायेँ
Uttaḍaka uvāca: bhavatā rakṣaṇaṁ kārya tat tāvat kartum arhasi | niruddhignā vayaṁ rājan tvatprasādād bhavemahi ||
Uttāḍaka berkata: “Wahai Raja, melindungi rakyat ialah kewajipan tuanku. Maka, hendaklah tuanku terlebih dahulu melakukan hal itu. Dengan limpah kurnia tuanku, semoga kami bebas daripada takut dan gelisah.”
उत्तड़क उवाच
The verse emphasizes rājadharma: a king’s foremost obligation is to protect his people. Public security is presented as the first priority of governance, and the ruler’s favor should result in subjects becoming fearless and undisturbed.
Uttaḍaka addresses a king directly, urging him to fulfill his primary duty—protection—so that those speaking (and their group) may, through the king’s support, become free from fear and anxiety.
