उद्योगपर्व — विदुरनीतिः (Adhyāya 37): आयुःक्षयहेतवः, नीतिसूत्राणि, बलभेदाः, पाण्डव-विग्रहदोषदर्शनम्

गिरिपृष्ठमुपारुह प्रासादं वा रहोगतः,अरण्ये नि:शलाके वा तत्र मन्त्रोडभिधीयते । पर्ववकी चोटी अथवा राजमहलपर चढ़कर एकान्त स्थानमें जाकर या जंगलमें तृण आदिसे अनावृत स्थानपर मन्त्रणा करनी चाहिये

giripṛṣṭham upāruhya prāsādaṃ vā rahogataḥ | araṇye niḥśalāke vā tatra mantro ’bhidhīyate ||

Vidura menasihati bahawa musyawarah hendaklah dilakukan hanya dalam privasi yang terjamin—sama ada naik ke rabung gunung, masuk ke bilik atas yang sunyi, atau ke kawasan lapang di rimba tanpa tempat bersembunyi—agar pertimbangan terlindung daripada pengintip dan tipu daya. Tuntutan etikanya ialah pemerintahan bijaksana bergantung pada budi bicara; rancangan demi kebaikan umum boleh musnah dan mudarat merebak apabila rahsia musyawarah terbongkar.
