Kāpavya-carita (कापव्यचरित) — Reforming Dasyus through Regulated Rāja-Dharma
एतत् प्रमाणं लोकस्य चक्षुरेतत् सनातनम् | तत् प्रमाणो&वगाहेत तेन तत् साध्वसाधु वा,यह मैंने तुम्हें सब लोगोंके लिये प्रमाणभूत बात बतायी है। यही सनातन दृष्टि है। राजा इसीको प्रमाण मानकर व्यवहारक्षेत्रमें प्रवेश करे तथा इसीके अनुसार आपत्तिकालमें उसे भले या बुरे कार्यका निर्णय करना चाहिये
etad pramāṇaṁ lokasya cakṣur etat sanātanam | tat pramāṇo ’vagāheta tena tat sādhv asādhu vā ||
Bhishma berkata: “Inilah ukuran bagi dunia; inilah mata abadinya. Hendaklah raja menjadikannya sebagai autoriti dan melangkah ke medan tindakan yang nyata; dan dengan ukuran yang sama, pada waktu krisis, baginda harus memutuskan sama ada sesuatu perbuatan dinilai baik atau buruk.”
भीष्म उवाच
A ruler must ground action in a reliable standard of judgment (pramāṇa). That guiding principle is described as the world’s “eternal eye,” meaning the enduring faculty of moral discernment by which good and bad are evaluated—especially when circumstances are difficult.
In the Śānti Parva’s instruction on governance and dharma, Bhīṣma continues advising the king (in context, Yudhiṣṭhira) on how to act in the practical arena of rule. He emphasizes that the king should adopt the stated principle as his authoritative criterion and use it to decide proper or improper conduct, particularly in emergencies.
