Vaiśampāyana berkata: Setelah melaksanakan śānti menurut aturan yang semestinya, mereka pun mengepung dari segala arah. Dengan menempatkan raja beserta para menterinya di tengah menurut ketetapan, mereka membentuk lingkaran perlindungan.
वैशम्पायन उवाच
The verse underscores that righteous governance proceeds through proper order: pacificatory rites to remove inauspiciousness, adherence to prescribed procedure (yathānyāya, yathāvidhi), and the centrality of counsel (amātya) and collective protection around the king—symbolizing restraint, legitimacy, and dharmic decision-making.
After performing śānti rites as required, the attendants/assemblage arrange the king and his ministers at the center and surround them on all sides, forming a protective and ceremonially ordered encirclement before further proceedings.
