Suta Goswami (narrating to the sages of Naimisharanya)
It frames Shaiva worship as inseparable from Vedic dharma: honoring vipras (custodians of mantra) and performing pradakṣiṇā, here linked with the sacred fire (Agni) that carries offerings in rituals supporting Linga-pūjā.
Indirectly, it points to Śiva as Pati who is approached through ordered sacred acts—respect to the learned (vipras) and reverence to Agni—showing that Shiva-tattva is honored via purity, right conduct, and consecrated ritual movement (pradakṣiṇā).
The verse highlights pradakṣiṇā (clockwise circumambulation) performed three times, a core pūjā-vidhi act that can also be internalized in Pāśupata discipline as repeated reverential turning of attention toward the Pati (Lord) and away from pāśa (bondage).
