अनभियोगश्चार्थेष्वागन्तूनामन्यत्र सभ्योपकारिभ्यः ॥ कZ_०२.१६.१३ ॥

Transliteration

anabhiyogaś cārtheṣv āgantūnām anyatra sabhyopakāribhyaḥ

Translation

Pedagang yang datang dari luar (pedagang pelawat) tidak boleh dikenakan tuntutan atau gangguan dalam urusan perdagangan—kecuali apabila mereka telah menyebabkan mudarat kepada warga yang dihormati (atau orang yang berada di bawah perlindungan sivik).
