Vidhi is a common epithet for Brahmā, the cosmic ordainer/creator, whom the Devas approach for counsel and restoration of order.
It implies a breakdown of yajña—the sustaining sacrificial order tied to dharma—suggesting that Andhaka’s oppression disrupts both political sovereignty and sacred ritual life.
Rather than retaliating impulsively, the Devas seek guidance from a higher authority (Brahmā), modeling recourse to dharma, counsel, and rightful means when order is overturned.
