धर्माभिचारिण: पापाक्षौरा लोकस्य कण्टका: । समागच्छन्ति तान्‌ बुद्धवा नियच्छेच्छमयीत च

dharmābhicāriṇaḥ pāpākṣaurā lokasya kaṇṭakāḥ | samāgacchanti tān buddhvā niyacchec chamayīta ca ||

भीष्म म्हणाले—धर्माचा बहाणा करून कपट करणारे पापात्मे, चोर आणि समाजाला कण्टक ठरणारे लोक तेथे छद्मवेषाने येत राहतात. त्यांना ओळखून आवर घालावा—किंवा कैद करावे, अथवा दंडभय दाखवून त्यांची पापवृत्ती शांत व नियंत्रित करावी.
