Rulership is framed as dharma: a king must be apramatta (vigilant), sthita (steady), and dānta (self-restrained) while protecting and administering the realm. Inner discipline and alertness are presented as prerequisites for legitimate governance.
The speaker conveys a blessing (“svasti te ’stu”) and announces departure toward Mount Kailāsa, while instructing the addressed ruler to remain careful and self-controlled and to continue safeguarding the earth/kingdom.
