हा संक्षिप्त राजमंत्र राजाला दृढ, अचल सार्वभौमत्वात “कुंपण घालून” सुरक्षित करतो, जेणेकरून राज्य हातातून निसटू नये आणि प्रजा स्वेच्छेने एकनिष्ठ राहावी. तो राजसत्ता “पर्वतासारखी” स्थिर करून, राजाला इंद्राच्या आदर्शावर घडवतो आणि सोम व ब्रह्मणस्पती यांच्या अनुमोदनाने यज्ञातील दृढता (ध्रुव) देऊन या कृत्याला शिक्कामोर्तब करतो.

राज्ञः संवरणम्। आ त्वा॑हार्षम॒न्तर॑भूर्ध्रु॒वस्ति॒ष्ठावि॑चाचलत्। विश॑स्त्वा॒ सर्वा॑ वाञ्छन्तु॒ मा त्वद् रा॒ष्ट्रमधि॑ भ्रशत्
राजासाठी परिघ-रक्षा. मी तुला इथे आणले/आणली; तू आत प्रवेश केला. ध्रुवासारखा स्थिर उभा राहा; विचलित होऊ नकोस. सर्व प्रजा तुला वांछोत; तुझ्यापासून राज्य कधीही ढळू नये.

इ॒हैवैधि॒ माप॑ च्योष्ठाः॒ पर्व॑त इ॒वावि॑चाचलत्। इन्द्र॑ इवे॒ह ध्रु॒वस्ति॑ष्ठे॒ह रा॒ष्ट्रमु॑ धारय
इथेच, याच ठिकाणी तू समृद्ध हो; ढळून दूर जाऊ नकोस. पर्वतासारखा अचल राहा. इंद्रासारखा इथे दृढ उभा राहा, आणि इथेच राष्ट्र धारण कर.

इन्द्र॑ ए॒तम॑दीधरत् ध्रु॒वं ध्रु॒वेण॑ ह॒विषा॑ । तस्मै॒ सोमो॒ अधि॑ ब्रवद॒यं च॒ ब्रह्म॑ण॒स्पतिः॑
इंद्राने हे स्थिर केले—दृढ हवि (आहुती)ने दृढ केले. त्यावर सोमाने संमतीने उच्चारले; आणि ब्रह्मणस्पती—प्रार्थनेचा अधिपती—यानेही तसेच म्हटले.
